In 2024, UAH 12.1 billion was allocated for financing medical activities within state programs and comprehensive initiatives, including centralized procurement programs under the Ministry of Health of Ukraine (MoH). The procurement of pharmaceuticals under these programs is conducted by the State Enterprise “Medical Procurement of Ukraine” (MPU), while healthcare institutions (HCIs) finance their purchases through local and departmental budgets.
MPUs and HCIs regularly supply medicines, medical equipment, and devices while continuously improving the procurement system by integrating new digital tools to enhance efficiency and transparency. Expanding the range of goods available through Prozorro Market is an essential development focus.
This report presents data on pharmaceutical supplies to HCIs in 2024, based on analytical insights from the PharmXplorer system of the Market Audit Ukraine project by Proxima Research.
The hospital market analysis is based on data from awarded tenders, concluded contracts for the supply of pharmaceuticals and medical devices, distributor shipment volumes, and a selection of HCI procurement records. The study includes monthly funding volumes from both state and local budgets.
The calculations include data on nearly 10,000 Stock Keeping Units (SKU). Proxima Research systematically monitors MPU procurement outcomes and analyzes the purchasing activities of private healthcare institutions.
By the end of 2024, the total pharmaceutical market—including retail and hospital segments—grew by 17% in monetary terms and by 1% in volume. While growth in the retail sector occurred exclusively in economic terms, the hospital sector demonstrated positive dynamics in both financial and volume indicators. As a result, the share of the hospital market slightly increased, although the overall level of state-provided medicines remains low.
In 2024, the hospital segment accounted for 10% of total pharmaceutical consumption in monetary terms and 13% in volume.
Pharmaceutical supplies to HCIs funded by budgetary resources amounted to UAH 17.1 billion (130.4 million packages), while private medical institutions procured medicines worth approximately UAH 1.2 billion (3 million packages).
Analysis of funding sources shows that local budgets financed 70% of purchases in monetary terms and 96% in volume, while 23% and 2%, respectively, came from the state budget. Private clinics accounted for 7% of financial expenditures and 2% in volume. Notably, the share of local budgets in hospital procurement is increasing in 2023, 61% in monetary terms and 93% in volume.

Similar trends were observed in regional and private clinic procurements.
The hospital sector continues to expand, but government funding within the total pharmaceutical consumption structure remains relatively low.
One of the key development tools is the Prozorro Market electronic catalog, which became mandatory for medical procurements exceeding UAH 50,000 in the second half of 2023. The list of pharmaceuticals and medical devices available through the e-catalog is continuously growing, optimizing the procurement process. According to MoH data, Ukrainian hospitals procured UAH 16.2 billion of medical goods via Prozorro Market in 2024.
Additionally, the Managed Entry Agreements (MEAs) mechanism, introduced by MPU in 2022, is being increasingly utilized. 16 agreements with a three-year duration have been signed, ensuring patient access to essential treatments for primary immunodeficiencies, spinal muscular atrophy, hemophilia, and rare diseases (such as Kawasaki disease, Fabry disease, and Gaucher disease).
For 2025, UAH 11.8 billion has been allocated in the state budget for pharmaceutical and medical device procurement under centralized MoH programs. The “Medical Measures for Specific State Programs and Comprehensive Initiatives” budget program will fund 25 key areas, covering disease prevention, diagnostics, and treatment.
